Storm Water

State and Local Stormwater Requirements

On November 8, 2012 the Municipal Separate Storm Sewer Permit (MS4 Permit) for the County of Los Angeles was adopted, and the permit became effective on December 28, 2012. The Los Angeles County MS4 Permit allows Permittees the flexibility to develop Watershed Management Programs (WMPs) or Enhanced Watershed Programs (EWMPs) to implement the requirements of the Permit on a watershed scale through customized strategies, control measures, and best management practices (BMPs). Participation in a Watershed Management Program is voluntary and allows a Permittee to address the highest watershed priorities, including complying with the requirements of Part V.A. (Receiving Water Limitations), Part VI.E (Total Maximum Daily Load Provisions) and Attachment L through R, by customizing the control measures in Parts III.A.4 (Prohibitions - Non-Storm Water Discharges) and VI.D (Minimum Control Measures).

To fulfill the requirements of the MS4 Permit, the City of Duarte is a participant in the Rio Hondo/San Gabriel River Water Management Joint Powers Authority (JPA) comprised of the cities of Arcadia, Bradbury, Duarte, Monrovia, and Sierra Madre.

There are many questions related to stormwater issues, MS4 Permits, and concerns regarding the costs associated with the implementation of the City's Enhanced Watershed Management Program (EWMP) and Low-Impact Development (LID). If you have any questions regarding Duarte’s Stormwater Program, please contact the Community Development Department at (626) 386-6817.
