The design team approached this phase with the vision of preserving the historical charm of the Civic Center's buildings and mindset of complementing the recently completed Civic Center Courtyard upgrades and increasing visibility for on-site wayfinding. Materials sections require low maintenance, provide strong durability, flexibility in panel direction to accommodate a traditional or modern look, and would overall, aesthetically elevate the Duarte Civic Center.

Based on survey data collected from City staff with an assigned workspace in City Hall, and input from Department Heads and the City Manager, the design team intended to:

• Encompass a connection to the exterior.
• Capitalize on the natural light.
• Increase the safety of staff and public.
• Incorporate City personnel currently housed in the Community Center in their respective department.
• Improve City personnel currently housed in the Community Center in their respective department.
• Improve circulation between departments and workspace that also meet ADA requirements.
• Offer additional private meeting spaces.
• Increase visibility for wayfinding.

This phase sets forth the strategy to transform the Community Center building into a permanent City Council Chamber. The final concept presents a permanent dais, fixed audience seating for 76 individuals, a flexible floor plan that allows for various setups for Council workshops or special meetings that can be broadcasted with the updated audio and visual systems, a designated City Council meeting space, storage, and all necessary ADA upgrades.
